Does it still happen if you reset Safari/empty cache? How about in another user account? Do you have a download accelerator or some other plugin installed for Safari that may not affect Chrome/other browsers? Take a look in the following locations for any plugins other than Flash, QuickTime, etc: /Library/Internet Plug-Ins/
/Library/Input Methods/
/Library/InputManagers/
~/Library/Internet Plug-Ins/
~/Library/Input Methods/
~/Library/InputManagers/

Click2Flash and Flash itself are installed.
Safari reset had no change in behaviour
Logging in as another account made no change.

I dont remember if it worked under Safari 4 (I normally use FF) - Safari seems to have a lower CPU usage than FF, so Ive been trying to more over to it, but this bug/user error is a bit of a show stopper...
 
Have also delete plist and reinstalled Safari 5. No change - seems like nothing from the GRC site can be downloaded in Safari - works in the other browsers :-s
