Safari (6.0.2) only shows one page on PDFs

Whenever I view a PDF in Safari, only one page is shown at a time. The scroll bars are sized as if there's only one page yet if I swipe just right (now sure how exactly) the next page replaces the current page as the one page that is being displayed.

Any idea why this is happening? I don't believe I have any Adode plugins and am running Safari 6.0.2 with OS X 10.8.2.
