How do I reset that selection for the website so that I can save the password? I can't find a related option in Safari or Passwords.
 
Passwords App, Passwords Settings, "Show Excluded Websites..." under the Save Passwords section.

Using Sequoia here (my only copy of Tahoe is on an external drive for use with my other Mac), but...

... I just opened the Passwords app, and checked the settings/save passwords pane.
There's no "show excluded websites" option available:

So I'm going to GUESS that either:
a. You only see that option if you previously have chosen the "never save" option
or
b. The option exists in Tahoe but NOT in the Sequoia version of Passwords...

I booted my MacBook Pro 14" (m1pro) to Tahoe, and checked Passwords settings again.

It STILL does not present any option to "show excluded websites".

So... my guess is that you will only see this option in Passwords... when you have already used the "never save" option in Safari.

I don't recall ever making that choice, so... I don't see it.

Mine (Mac Studio, latest released Sequoia) shows the same screen as yours, so no "show excluded websites" ...
