is there anyway you can call this action via JavaScript or something? We have a request at work to try to get this as a button on a web page instead of going to the share icon sheet.

I suspect not, as websites would be putting all sorts of stuff on people's home screens if they could. But you're probably better off asking in one of the development or IOS forums.
