Safari - "Always Show Toolbar" and "Hide Tab Bar" are disabled

In Safari, View -> "Always Show Toolbar" and "Hide Tab Bar" are disabled (this is in both full-screen and window modes). I'm probably missing something super simple. Any ideas? :eek:
