Way too many incorrect hits when I searched for this, so here goes.

I gave my mother-in-law my iPhone 5S last year when my wife and I upgraded to the 6. Recently, my wife noticed that the Safari app is missing on the phone, as are I believe a couple more default apps. The phone is at the latest released iOS 8 version. We can't figure out how default apps could have been deleted, but can anyone suggest how I might get them all restored, short of a complete nuke / iOS re-install?

Could be due to restrictions. Head over to Settings->General->Restrictions and see if the apps are turned "on" or "off".
