Safari blue question marks and youtube not displaying

I'm on 10.3.3. I'm have issues with Safari. Youtube doesn't even show anything at all other than the top bar. I get blue question marks when visiting certain sites that have image. For example, going to pinterest show a bunch of blue questions marks. What is causing that? I've tried some of the suggestions like clearing cache, history, and caches.db but nothing has worked.
