Safari bookmarks disappear on ipad 10.5

All of a sudden, my safari bookmarks have disappeared on my ipad 10.5. I have tried turning off bookmarks in icloud and turning it back on after closing all the open pages. Sometimes they will come back for an hour or so -but then they disappear or partially disappear.I am on 10.3.3.
Does anyone have any suggestions or had this happen?
