Safari bookmarks save in cloud without icloud - how?

I installed a fresh version of Sierra on a new hard drive. I did NOTHING else except log into the app store, and a large portion of my bookmarks were restored.

I never signed up for, or into icloud, and thought I had blocked every little devious leak on my previous hard drive with Little Snitch. How does this happen?
