Safari bookmarks won't sync to iPhone

I can't get this to work for the life of me. I can get my Safari bookmarks to sync with my iPad but they won't sync to my iPhone 4S. Under settings > iCloud on my iPhone I have bookmarks 'On'. In iTunes under info, it won't let me select 'sync bookmarks', it says it is being done with iCloud. (But it allows me to select this option if I plug in my iPad)

Any help with this would be appreciated!

If you are on a mac, go to settings > icloud > bookmarks.

Yup I have that selected as well. Still nothing. I should note everything else syncs fine with iCloud, except for the bookmarks.

I had to log out of iCloud on my Mac and than log back in.

doesn't work on two phones

I have two iphone 4s synched to two different computers. This is obviously a glitch which needs to be addressed. no point in restoring and erasing everything and trying again...waste of a half hour.
