My wife's MacBook Pro 2010 model was upgraded with a new SSD HD and the computer repairman also installed Catalina OS on the new HD. He copied all of her docs, pictures, etc. to a portable HD as well. I have located the Bookmarksplist file via Finder/Go to Folder/safari/library. I do not know how to get Safari to recognize her old bookmarks in the new operating system. I am at a loss to make any changes as she is afraid I'm going to mess up the computer and lose things. Being a Windows guy since its inception, I don't know the Mac way of getting this to work properly. Any help would be most appreciated. Thank you.
 
Exit the Safari app if it is running. Open System Preferences→Apple ID, Under iCloud, Apps on this Mac using iCloud: for Safari is it checked? If it is and wasn't previously that could be why the Safari Bookmarks.plist is not being used, uncheck it. You might need to copy over the Bookmarks.plist again.

The other thing to try, while logged into your wife's user account, open the /Applications/Utilities/Terminal app and enter:

diskutil resetUserPermissions / `id -u`
When asked for a password enter the admin password. The above command will make sure that the permissions in your wife's user account are correct.
