When I have an app open in full screen - such as YouTube playing through Chrome, a Teams video call, or Prime Video/Apple TV playing in full screen - Safari will randomly be brought to the front. I will be on a Teams call or watching a video and the full-screen app will slide to the right and Safari will be the app in focus. This has been happening since the first day I got my M2 MacBook Air. I run three extensions in Safari - 1Password, Ghostery, and Dark Reader. I have uninstalled all three and the same thing keeps happening.

Is there a setting I can change somewhere to prevent Safari from stealing focus while I am using another full-screen app?
