I am trying to switch from Chrome to Safari as my browser of choice and one of the things I like about Chrome is that it reloads all the tabs from my previous session. However I have not been able to do this in Safari at all.

In Safari preferences, I have chosen 'Safari opens with:' to 'open with all windows from last session'. It simply doesn't work. I have tried clearing the cache etc but every time I open Safari it just shows the homepage.

What am I doing wrong?

I noticed this, apparently for this to work you need to actually quit Safari "Safari - Quit Safari" as opposed to just killing it with the red button. When I've done that I just re-open all tabs from last closed session...
