Safari Doesn't Load Flash Automatically When Page Opened

Canada, where we live in igloos.
I don't know if this is how Safari operates but if I open a Youtube or any video link in a new tab, without going to it, it will not load until I open and view that page.

Is this how Safari operates or is this some bug/problem with Safari?

I'm running 10.5.5 fully updated.
