and it's annoying. so whenever i click on something to download, and the download window pops up, this one thing i downloaded ages ago is sitll sitting there. i've cleared it a billion times, emptied the cache, reset safari and even let it reload to download again but then it's there again when i download something else. WHAT UP??

I'd try the permissions repair, and also resetting safari (under the safari menu at the top of your screen)
If all else fails, you could try deleting the safari plist file

reset safari and maybe update safari if it's an older version. also, take the plist file and move it to the desktop, and re launch safari. make sure a new plist fie is created, if not, then replace with the one you removed.
