Safari favorites missing on all devices

I have just lost all my safari favorites! I have not updated or done anything. They are gone on all devices.
The folders are still there but the links are gone!

Tried doing a hardreset on two devices but no changes.

What happened? I did nothing and they were there before I went for a nap.
