You can hit command-+ to enlarge per page and Safari will remember it.

If you want to enlarge for all pages make a custom CSS stylesheet following the instructions in the last post of this thread.

I use an extension called Quickstyle to customize font sizes.

In Safari Preferences -> Advanced you can set the minimum font size and/or a page zoom level. Both work well. I used to set the minimum font size to 14 but now I mostly set the page zoom to 125%.
