It seems to only do this when I have Safari in fullscreen. I'm running a 2011 baseline iMac with Lion 7.1. When I switch to a different screen the top toolbar remains, so I have to exit fullscreen mode in Safari to make it stop. :apple: I included a screenshot of it in action. Notice how the top of the screen has the Safari toolbar stuck. I don't know if that portion is called a toolbar but I'll use it till someone corrects me.

I got the same problem.
Haven't figured out anything to fix it, besides closing Safari.
Seems like it only happens to me when I have a lot of tabs open.

Have you also noticed a problem when going to full screen when watching a video in Safari and the screen turns white?
Wonder if that is somehow related?

No, I haven't had that problem. As far as I know this is the only bug I've run into. Lion 7.1 fixed the wake from sleep video freeze problem I had.
 
Hmm... Interesting.
I was thinking about doing a clean Lion install.
Maybe that'll fix it.
 
Maybe this can help, check your monitor resolution and make sure it is at the highest.
