Safari highjacked?... sites point to wpkg.org (isolated to China users)

As of 4 hours ago, I cannot use Safari without it automatically forwarding to wpkg.org

I go to Yahoo, CNN, BBC, apple... pretty much any site.

Under Settings -> Safari, i have:
cleared history and website data
advance -> Websites data -> Deleted also.

Has this website highjacked my safari?

What device, operating system and are you jail broke?

Try to use other network connections. If the problem persists, there is something up to your device. If other networks have no issue, it is at some point of the network connection you used, and that may be out of your control.

8.3, not jailbroken. It seems to be isolated to China.... Which I am in.
