Safari history not syncing between devices

Using iOS 12 PB3 on an iPhone 7 Plus and an IPad and Safari history no longer syncs between devices (and to Safari on iMac running High Sierra).

This only seemed to happen when I recently installed iOS. Is this a known issue?
