Safari iPhone scroll bars

Is it a 8.3 bug seeing grey scroll bars on the blank page after using safari on iPhone ? It seems t be random on appearing but surely after x last used page, the new plain page should not have random scroll bars. Pinching in removes the lines. I will load up a screen image somehow on here.

I should add using a 5S iPhone

Whenever I bring up a new "page" or tab in Safari, I see all my bookmarks and frequently visited websites. I'm not sure how you are getting a blank white screen on a new tab to be begin with.
