Safari is generating web page summaries with Apple Intelligence turned off

Some of the features advertised as AI don’t actually require the feature set to be on. Photos ’clean up’ is a perfect example of feature that was touted as needing AI but works completely fine without it turned on.
In other words, Apple is no longer allowing users to turn off apple intelligence.
All of those features were advertised as needing AI because they need AI to work. Obviously that hasn’t changed. They only work fine without apple intelligence turned on because Apple is silently turning on AI in the background for certain features regardless of whether users have explicitly opted out.
