Safari & Mail not launching (10.6.4)

For some reason Safari and Mail is not launching on my Mac Pro running 10.6.4
The icon blue dot shows up on the bottom of the Safari/Mail icon but the app does not launch.
In mail I can compose a new email but can't view anything.

I restarted the computer but still have the problem.

Any suggestions would be appreciate it.

I just noticed something weird. When I minimize the window in Safari or Mail, the window disappears on the left side of the screen or back into the dock. I can't get it to open in the middle of the screen.

Anyone?
