i was going to ask if it was an internet connection problem but if your posting here that obviously isn't the case...unless your on a different computer.
anyway, have you tried general quick fixes ie: restarting, reinstalling safari etc...?
i haven't had troubles with 10.3.6 and safari as of yet
Duff-Man says....first of all, if you are not a developer, stop using unreleased beta/developer software versions not meant for the "general" public.
From MacFixIt.com today:
In order to revert to the older version of Safari with full functionality, you will need to not only download the current public release, but also replace the file located at /System/Library/Frameworks/WebKit.framework with one from a system that was not updated to Mac OS X 10.3.6.
