Safari not blocking flash - Sierra

I just got a new MBP and updated to Sierra. However I never get the block popup to run once. Is there a setting I am missing?

? - First of all did you install Flash? If it isn't installed there is nothing to block in the first place. Maybe I am understanding your question wrong, though.
