Safari Not Downloading Files

I am running Safari 4 Beta but when I downgraded back to 3 I was still having a problem.

If I click on a link that is supposed to trigger a download it wont work... I have to Control+Click and select "Download Linked File"

Any suggestions???

I tried changing the download location, and deleting the safari plist file and NO DICE...

Firefox is doing the SAME THING.
