Safari not syncing bookmarks

I've just refomatted both my Mac Studio and MacBook Air but neither is syncing bookmarks with the other. I've had a look at the settings and it seems like syncing is turned on for iCloud but I'm a bit stuck.

Any suggestions on how to get this up and running? I haven't used Safari in years.

Outside of checking your iCloud settings on each device and making sure Safari is on there’s not a lot to try.
