Safari offline reading content not synching

if I save some webpages on my iPad for offline reading they show up on on iPhone and the content is available offline.

If I do it the other way round - iPhone to iPad the page titles sync across but the content says "not available for offline viewing" on my ipad.

Why does it work one way and not the other?
