Safari only showing one device in iCloud tabs at a time

For some reason, Safari on my MacBook Air (Yosemite) will only show iCloud tabs from the most recent device I've used. So, I can see only my iPhone tabs but not my iPad tabs, or vice versa. Same on the devices, too - if I'm on my iPhone, I will only see my iPad or MacBook tabs, but never both. Both devices are running the most recent version of iOS 8.

Has anyone else had this problem? Any solutions? TYIA.
