Safari opens every tab in foreground

Regardless of settings selected, every time I CMD + Click to open a link in a new tab it opens in the foreground not in the background.

I have also installed Glims extension and LinkThings no luck.

Is there a terminal command I could use to reset my settings or force tabs new tabs to open in the background.

Safari 6.0.5
