When I was upgrading from Tiger (legally, mind you). Most of my programs did not upgrade to the Leopard standard. For instance, what troubled me the most was that the WebClip program was not anywhere to be found on Safari. Can anyone help me sort out these problems, mainly my problem in Safari? I sent a few messages to Apple but still no response.

Safari, others won't upgrade from Tiger

This is a known issue. You have to do a clean install to get some of Leopard's features to work correctly.
