Safari Passwords not Synching

I'm running OSX10.10.1 with IOS 8.1.2 all recent updates.

The iPad Air 2 is under one week old, all Safari Passwords originally synched across - with autofill etc.

All the passwords show in Safari / Saved Passwords on IOS

iCloud Safari is ON
Key Chain is ON

My iPhone 4s running 8.1.1 is working normally.

I have re-booted the iPad and switched iCloud etc off then on again!

Any ideas would be appreciated
