I store all my passwords in Safari on my Macbook Pro (10.13.3), and use iCloud to share them with my iPhone. I noticed that some websites' passwords which I'd saved on my computer weren't showing up in my password list on the phone, so I went to the phone's iCloud settings, turned iCloud Keychain off and on hoping it would send all the passwords over. Instead it deleted all but a handful of the passwords on my phone. How do I get the Safari passwords on my Mac over to my iPhone?
 
Do passwords added on your iPhone sync to your MacBook Pro? Have you verified that iCloud Keychain is still enabled on your computer, as well?

If both of those seem to work fine, I would try rebooting both devices if you haven't already, then try backing up your keychain and signing out and into iCloud on both devices if that does not work.
