Safari pinned tabs keep disappearing

I'm now using a new MacBook that came with Mojave. I wasn't surprised that my two pinned tabs were gone but I've tried repinning them. When I close Safari and reopen it, all pinned tabs are gone. I've tried pinning using the drag-to-pin method and right click -> pin, but they won't stay. Any ideas on how to fix this? All my safari data was imported through iCloud.
