I am experiencing a weird issue with cookies in Safari 7.0.1 in OS X Mavericks 10.9.1

When I Remove All Website Data under the Privacy tab in Safari preferences, all the data comes right back after a reboot.

Has anyone experienced something similar or is able to reproduce this?

Here are the steps to reproduce this behaviour:

Set Block cookies and other website data to Always.
Click the Remove All Website Data... button.
Restart and open Safari

At this point when I go back to the privacy tab, all cookies etc. are right back.
