Safari problem

Im running iOS5 on iPhone 4 and have Safari set to open links in a new window. Safari creates the new window but the page doesn't load unless I go back to another tab and then back to the link I wanted to open.

Any ideas on what is causing this or is this the correct behavior?

Does the "refresh" circle show in the URL bar?

Yes, but it won't let me select it.
