Safari Resize (Green + Button) Issue?

Anytime I click the green "+" button to make the Safari window an ideal size, it always places safari at the bottom of the screen like this http://i79.photobucket.com/albums/j127/gamerw00t/screen-capture.png

Is there any way I can change this?

Does the same thing happen in other programs?

I don't find the green "zoom" button to be very useful. I just use the lower right corner to size windows.
