I had Safari Safe browsing option turned off and still Apple is trying to access it. Does anyone have this issue or any info about it?

I'd say, it works permanently, but does not show anything to you, when you remove that checkmark.
Also, since it is Google's service provided to Apple, one can assume, Google just wants that data analyzed all the time, as they always do.
