Safari Separate Tab Bar Missing

about a year or so ago. My separate tab bar in my iPad has gone missing. All tabs open in new windows. It’s annoying the hell out of me. Any ideas?

As you can see in the screen shots. I dont have the tab bar

Settings -> Safari -> Tabs

Makes no difference mate. It’s already set to separate tabs
