Updated to iOS 13.2 (iPhone 7 Plus) and iPadOS 13.2 (iPad Air 2).
In the Safari Settings > Siri and Search, I have toggled OFF the option for Show Siri Suggestions in App.
However, I am still receiving Siri Suggestions when I open Safari to a new Favorites tab. These seem to be related to Handoff from another device.
Does anyone else experience this? This seemed to work as expected on 13.1.3.
