SAFARI,slow and disconnects on downloads?

Safari has been acting weird, very slow and seems to disconnect when downloading:confused:
I updated my mac to X4.10 and that didn't seem to help.
Is this safari, my configuration or my isp?
I'm thinking about going back to dialup:(

17" Imac G5 1.6 with 1.25 ram OS10.4.10 verizon dsl (the slow one 768)
into ethernet westell 6100 dsl router
