Safari slows down upload speeds when in background or Unattended

Hey guys,

After upgrading to Tahoe (Clean install) on my MacBook Pro M4 Max/128gb/4tb and my Mac mini M2, I have seen that safari will forcibly slow down uploads when in background or left unattended. The speeds immediately pick up as soon as you select the tab/window.

I have energy savings turned off when connected to power.

I have a 1 Gig Fiber and speeds are not an issue. Chrome does not exhibit this issue.

Is anyone else seeing the same thing?

Also Tahoe sucks big time. lol.
