Safari sluggish with iCloud sync enabled

Does anyone have this issue? I had it in Yosemite but seems to be worse in El Capitan. The sluggishness is noticed in opening/closing tabs and closing Safari (CMD+Q).

The moment I disabled sync and hard reset Safari (from the Terminal), it was very smooth. Once I turned it back on, it became sluggish again.
