Safari Tabs being rearranged

Has anyone noticed their Safari tabs on either iPad or iPhone are being automatically rearranged?

Since the last IOS update I reckon….very annoying.

I thought it may have been iCloud Tab syncing being enabled without my permission, but it wasn’t, so I’m not sure what’s goin on..
