Safari takes a very long time to open...

Title says it all, Mojave 10.14.6 and Safari 13.1 all up to date. Safari is the only program that has this problem, everything else is lightening fast, sometime taking up to a minute to open while the CPU runs at full tilt and the fans spin up to full speed.

What could be causing this?
