Safari Top Websites Not Changing

Not entirely sure where to place this one so moderators please do move if better placed elsewhere.

I've noticed that my settings for Safari have the top 24 websites as my new tab/homepage screen and yet it only ever shows 4 websites and they are four rather random pages that frankly haven't ever changed.

Is there a way of getting 24 and how often should they be changing?
