Safari unable to connect to websites

High Sierra, all latest updates, Safari 13.1.1.

Sometimes I find Safari to simply unable to connect to any websites. It simply shows an error as if there's no internet connection. Other browsers have no issues at all. After a while, then Safari starts to behave normally again. Any idea why?
