Safari unable to run

I am running on iOS 6 iPhone 4.
The situation I am having right now is not being able to run Safari.
What I get from touching the app is a frozen screen that is the Safari frame.
I am not able to interact with anything on the application but press my Home button.

Any solutions?

have you tried rebooting?

Or force quit Safari.
