Apologies if this post is missplaced.
I use a PowerBook G4 / OS 10.3.9 and today I downloaded and insalled Safari 311 (tiger) as prompted while surfing.
It seems that the instalation took place but when trying to open Safari the Safari icon 'pops' from the Dock once and then nothing happens.

Would you please let me know if this makes any sence?
I really appreciate your help.

Try the following:

1. Restart again.
2. Go to Apple.com/Safari, re-download and install it.
EDIT: 3. If that doesn't work try psychofreak's idea.
4. Go to /Applications/Utilities/Console and report back the error (if there is one).

Here is what is reported in Console:

dyld: /Applications/Safari.app/Contents/MacOS/Safari can't open library: /System/Library/PrivateFrameworks/SyndicationUI.framework/Versions/A/SyndicationUI (No such file or directory, errno = 2)

How we report this?

I have found the following answer in an old thread:

I had the same thing happen to me. First delete every Safari reference (you might want to backup your bookmarks) even the conduit settings. Reinstall. That should work, it did for me.

Would you let me know: to delete every safary reference is it enough to drag its icon from the applications folder to Trash? (my bookmarks have been allready backd up)
