Safari - Want it to use 'same page' setting but also open homepage when launched

I want a new window or new tab in Safari to open a cloned version of the current tab I am in so I set

Safari Opens with a: New window
New window opens with: Same page
New tab opens with: Same page
Homepage: MyHomePage.com

Using the above what I would like is for Safari when launched fresh to open to my homepage.

I thought about creating a .webloc shortcut to the homepage, but I can't place it in the Dock on the application side

Is there a way in Safari 12.x, or an extension that will allow me to do what I want?
